H.R. 1355:  National Labor Relations Modernization Act

Summary

The National Labor Relations Modernization Act was introduced in the House of Representatives on March 5, 2009 by Rep. Joe Sestak. The legislation would require employers to provide labor organizations with equal access to employees before a representation election. Employers would also have to notify labor organizations of any planned activities to campaign against the labor organization. The bill also provides that employees discriminated against because of union organization activities are entitled to double back pay and sets limits on when an employer must reach a collective bargaining agreement with a newly formed union.
